Is the pinned to top function only available to admins? If yes (what should be), then the "pin to top" only should be displayed to admins.

at main feed, only admin can pin an activity to top.
At event or group, event and group owner can do that.

If admin want to pin something ontop, he has to make sure that it's visible to all members.

Yes I know, but in the main feed (i'm not an admin) the pin to top function is visible for non-admins (see screenshot). And if I click on that, the error is displayed: "Item does not exist". So as a non-admin I would like not see that function in the list.
